He and his brother Nikolai later co-founded VKontakte (VK), Russia’s leading social network by 2010. In 2011, Durov refused to comply with government censorship requests to block opposition leader Alexei Navalny’s account. His stance on censorship made him a symbol of resistance to government surveillance. Pavel Durov focused on creating Telegram with his brother Nikolai Durov. However, critics argue its encryption is insufficient compared to competitors like WhatsApp and Signal as it is not End to End encrypted.
